Feature: notifications drop-down panel

We have upgraded the notifications feature so that when you select the bell icon, a notifications overlay panel drops down.

This notifications panel can now be accessed across the platform. Whatever page you are on, you'll be able to select the bell icon and begin scrolling your notifications in chronological order — with the newest notifications first.

This upgrade also includes a more personalized and animated view when you have no notifications to review.
